The man claimed that he’d hurt the neighbor’s dog by accident, but most people suspected that the act was deliberate.
She was punished for what the teacher felt was deliberate rudeness.

transitive verb

to consider (an issue or the like) carefully, as by giving thought to various alternatives.
The committee deliberated the issue for some time before coming to a consensus.
